Wesley A. Miles, MPA, MHS, ARM, CMM - Consolidated Advisory Group, LLC (Consultant)

With more than 29 years in real estate management, Wesley is a well respected real estate professional. He began his career in the Philadelphia Housing Authority (PHA). Among the various positions he held during his tenure, Wesley was appointed as Maintenance Manager of the Conventional Site Division of PHA in 1999. In this position, he was responsible for planning, coordinating, implementing and managing day-to-day maintenance operations of approximately 7300 public housing dwelling units and commercial space in more than 40 properties. 

In 2005, Wesley was appointed as the Assistant General Manager for the Major Systems division of PHA. As an Assistant General Manager in the fourth-largest housing authority in the country, he was responsible for more than 250 individuals who provide support services throughout PHA’s Conventional, Scattered, and Tax Credit properties. Wesley shifted to management operations of Low Income Housing Tax Credit (LIHTC) properties for PHA’s subsidiary Philadelphia Asset and Property Management Corporation (PAPMC). As the corporation’s leader, he was responsible for more than 1500 tax credit rental units in 15 properties throughout revitalized Philadelphia neighborhoods. Wesley joined the private sector in 2008 and served as the Division Director of Service and Quality for the Apartment Investment and Management Company (Aimco). He supported operations of across 49 communities from Pennsylvania through New Hampshire.

In 2015, Wesley launched Consolidated Advisory Group, LLC. The primary objective of the company is to participate in the rebuilding of Philadelphia neighborhoods through real estate investment and community service. A key focus of Consolidated is to purchase, renovate, rent, or resell single and multi-family homes in distressed areas of the city. CAG will also facilitate property management and maintenance services through the use of an extensive network of building trade contractors and related resources.

Wesley has earned the nationally recognized Accredited Residential Manager (ARM®) certification and is an active member of the Institute of Real Estate Management (IREM®). Additionally, Wesley is a Certified Property Manager (CPM®) candidate. In addition to numerous trainings and certifications, Mr. Miles holds a degree in human service from Lincoln University and a Master of Public Administration (MPA) degree from Walden University. 


H.T. Andrews Jr., CFM - Financial Accountant & Consultant

H.T. is a financial manager with over twenty years of experience working with non-profits and small businesses.  He has been responsible not only for attaining or maintaining financial solvency, but also for budget preparation, audit preparation and payroll processing for a wide ranging list of property owners.  He is a valuable part of the Proficient Management Services team.

Governed by the principles as outlined by the American Institute of Certified Public Accountants, H.T. prepares properties for audits, suggests appropriate software packages to meet the specific needs of properties and their owners.  Additionally, he manages accounting systems and creates reports.  These functions include: closing and reconciling ledger statements, schedules and worksheets, module management and account analysis, reconciliation of bank statements, investment and other financial accounts and maintenance of financial statements.

H.T. received his Bachelor of Science degree in Accounting from La Salle University.  He is a Certified Financial Manager and an Advisor in the Quickbooks Pro series.
